In an era marked by rapid shifts in global power dynamics, North Korea’s strategic and foreign policy outlook emerges as an enigma. The 2019 Hanoi summit’s collapse marked a watershed moment for Pyongyang’s strategic outlook. North Korea has deftly maneuvered to seize emerging opportunities as the post-Covid international order unfolds amid the intensifying U.S.-China rivalry and the Ukraine conflict’s reverberations. The regime’s evolving stance on inter-Korean relations, bolstered ties with Russia, and calculated overtures toward Japan signal a complex yet discernible shift in its diplomatic orientation. In this Special Lecture, Dr. Haksoon Paik, an expert renowned for his deep understanding of North Korean affairs, decodes the complexities of Pyongyang’s evolving foreign policy posture and its implications for regional and global security dynamics.
Dr. Haksoon Paik: Bio

Dr. Haksoon Paik is the Founding President of the Academy of Kim Dae-jung Studies, established by the Kim Dae-jung Foundation. He is currently a member of Board of Directors of the three Kim Dae-jung-related institutions: the Kim Dae-jung Foundation, the Kim Dae-jung Peace Center, and the Kim Dae-jung Nobel Peace Prize Memorial. He is also Executive Director of the “Kim Dae-jung Peace Forum.” Most recently, Dr. Paik was President of the Sejong Institute, a leading independent think tank in South Korea. He was formerly an advisor in various capacities to South Korea’s Ministry of Unification, Ministry of Foreign Affairs, National Security Council, and National Assembly. In October-November 2023, Dr. Paik was a Korea Centre Scholar-in-Residence at Mahatma Gandhi University, Kerala, India.
Dr. Paik has written extensively on North Korean politics, inter-Korean relations, North Korea-U.S. relations, North Korean nuclear and missile issues, and East Asian international relations. He is author of 14 books and monographs and co-author, editor, and co-editor of 8 books written in Korean and English. Dr. Paik earned his Ph.D. in political science from the University of Pennsylvania and was a post-doctoral fellow at Harvard University.
